Implementing Eco-industrial Parks for the Development of Environment Protection Industry and Establishing Symbiotic Resource-recycling Networks in Existing Industrial Parks

Absrtact
Based on experiences of “eco-industrial parks” in advanced countries, the Environmental Protection Administration (EPA) has initiated planning for the establishment of eco-industrial parks since 2002 to upgrade Taiwan’s environmental protection technologies and grasp the global trend of zero waste and carbon reduction. The implementation of this project is to assist the EPA establishing four Environmental Science and Technology Parks (ESTPs) in Taiwan. With regard to the establishment of ESTPs in this year’s project, we have finished the planned work items, including auditing & consulting tasks for the enterprises stationed in the ESTPs, reviewing subsidy plans for qualified enterprises, and calling relevant meetings. Until December 31, 2009, a total of 86 companies have been approved to be stationed in the ESTPs, the sold areas of land were 51 hectares, the expected total investments were NT$18.95billion, the expected annual production values were NT$3.51 billion, providing 2,652 people in employment, and expected recycled resources were 2.53 million tones. Until now, three indices such as total investments, production values, and job opportunity have been accorded with the objectives set up in 2011. In addition, this project had been continually promoting the symbiotic resource-recycling networks around the ESTPs via analyzing internal waste information, calling meetings, and visiting businesses toward the goals of reducing waste, increasing resource recycling and creating recycled products market. Based on the above results, it showed that EPA fostered the development of 4 ESTPs, which had gradually created the perfect balance between economic development and sustainable environment.
